On Tuesday 31 October the Inquiry will resume hearing evidence relating to Phase 1 of its investigations. This part of Phase 1 is expected to run until Friday 3 November.

During this phase, the Inquiry will hear from two witnesses who worked in local authority child care services over a combined period spanning the 1950’s to the 1990’s.

Katherine Mackenzie will speak about her experiences as a children’s officer on the 1950’s and 1960’s in Roxburgh and Angus. Philip Dolan will speak about his experiences as a child care officer and social worker from 1968 to 1996 in West Lothian, East Kilbride,  Lanarkshire, Paisley and Glasgow.

The Inquiry will also hear from Angus Skinner, former Chief Social Work Advisor and Chief Social Work Inspector, and author of the report “Another Kind of Home in 1992. Mr Skinner will speak about the period 1991 to 2005 and various matters relevant to the Inquiry’s terms of reference.

Professor Kenneth M  Norrie will address the final parts of his report on the Legislative Background to the Treatment of Children and Young Persons Under State Regulation of Their Residence.

Professor Ian Levitt will speak to the Inspection Report 1930-68.

Phase 2 hearings will begin on Tuesday 28 November 2017 This phase will start with a case study about residential child care establishments run by the Daughters of Charity of St Vincent de Paul.
