Original terms of reference

In November 2016 the Deputy First Minister, John Swinney MSP, announced a change to the Inquiry's original Terms of Reference which clarified that the Inquiry could consider abuse of children who were ‘in care’ when they were abused, even if they were not actually in the place they were cared for when the abuse took place.
